We have a user who doesn't have the "config" option on the storeroom taskbar. I compared her account to another user who has that option and they appear to have the same permissions. I've attached a scrnshot of the taskbar/config option.

    Try adding them as a storeroom admin. That is required in the office version of Storeroom. In the Storeroom app there are more options to configure that.
