You can do this through Admin. In the Notifications Setup there is an option in the Action to use New Attachment. 

When you're making your notification, you can use whatever condition parameters you like, For example Case_Type = "Residential"

And then assign your notification type, which can be email.

You'll need to add a recipient for the email, which could be a group email, or multiple individuals emails.

Hello Jared. Thank you for your response. Is this for Respond 4.3? I am not seeing how to get where you are saying.

We're on Respond 5.8, but the controls for the notifications are all through the Admin Plugin. For Admin we're on version 3.6.

It doesn't look like this is possible in earlier versions of Admin.
