@judy jackson? You can do the latter if a given user has access to the domain the template is in, which is allowed as a given user can belong to multiple domains. But if you don't want users to access multiple domains, you would need to keep the separate templates for only the users in the domain where the template exists.

Before we overhauled domains a while back to allow a given user to access multiple domains, a given template in one domain could be shared with groups in another domain by the domain admin of the domain where the template was created. And we still honor that configuration but there's no way to set it up in the UI anymore. It could only be done in the DB. @Michele Pearman?
