The attribute pop-up does not display when double-clicking on a symbol. How to get this back?

Hi, I have no clue what this screen is called. Yet I have no access to it.

 

Please see the below image from another post. I am looking for what this screen is called and how I can enable this to pop up again.

    Il arrive parfois qu'il y ait ce souci à cause de Windows.

    Pour de nouveau faire apparaître cette fenêtre, utilisez cette fonction de Stabicad
